Large Baroque Revival style, 3 storey over basement, public building, square in plan with four wings around a central courtyard. Two storey Ionic order detailing above rusticated ground floor. Great central dome over main entrance on North wing with smaller corner cupolas. Building set in park area with only South side directly facing onto the road.
