Large, Neo-Classical, 4 storey plus attic and basement, building, oblong in plan. Central full height portico with attic storey rising above portico. Ground floor has square rusticated columns supporting 6 giant Ionic columns and pediment. First floor forms a balcony with balustrade between the Ionic columns. Ground floor generally is in rusticated stonework. Symmetrical in design with side entrances in East and West elevations. Set on granite plinth.
